ProxChat has no office, staff, servers or legal representative anywhere outside the European Union. Requests sent to any other address, by phone, or in person are not answered.
European Production and Preservation Orders under Regulation (EU) 2023/1543 are received by Machariel OÜ as its own designated establishment, registered with the Estonian Consumer Protection and Technical Regulatory Authority (TTJA). Send them through the EU's decentralised IT system or the European Commission's web interface, or to lawenforcement@proxchat.chat, in English or Estonian.
Estonian authorities: requests must have the legal form Estonian law requires for the data concerned. For the content of messages, that is normally a court authorisation.
Orders under the Digital Services Act (Art. 9 and 10) are acknowledged on receipt and acted on as the order and Estonian law require.
We cannot answer requests for user data from authorities outside the European Union directly, whatever form they take, including court orders and subpoenas. Under the EU's data protection law, a decision by a court or authority outside the EU can only lead to a disclosure through an international agreement such as a mutual legal assistance treaty. Please submit your request through mutual legal assistance to the competent authorities of the Republic of Estonia.
If there is an imminent risk of death or serious physical harm, write to lawenforcement@proxchat.chat with "EMERGENCY" in the subject, and also contact the Estonian Police and Border Guard Board (Politsei- ja Piirivalveamet), who can reach us through established channels. We may then disclose the minimum the emergency needs to the Estonian police.
We verify every request, emergencies included, through the authority's official channels — never through contact details given in the request itself. Urgency makes us verify faster; it never lets us skip that step.
We can only produce what we hold, and we hold little. The full list and how long each item is kept are in our privacy policy. In particular:
We report child sexual abuse material to the Estonian police on our own initiative, and credible threats to someone's life or safety as the Digital Services Act requires.
